Mustafa has a background in public law and policy with a focus on local governments. As Chief Counsel, Mustafa oversees CSDA’s Amicus Curiae Advocacy Program and Legal Advisory Working Group, and provides legal information and bill analyses in support of the Advocacy and Public Affairs team.
Prior to joining CSDA, Mustafa worked at a Sacramento law firm gaining valuable experience in various areas of practice including municipal and special district law, litigation, eminent domain, and legislative advocacy. Before becoming an attorney, Mustafa was a securities-licensed professional working in wealth management and private banking at a Fortune 500 company.
Mustafa is a member of the International Municipal Lawyers Association and California Lawyers Association Public Law section. In his free time, Mustafa is proud to serve on the Board of Directors for the Sacramento Children's Home. He also enjoys reading political non-fiction, cheering on the San Francisco Giants and Sacramento Kings, and traveling with his wife.
