CSDA Joins Comment Letters on Key Priorities for Water Service and Flood Control

CSDA has recently joined comment letters on two priority items for districts providing water and irrigation services to the communities they serve: Making Conservation a Way of Life and Atmospheric Rivers Research.

Making Conservation a California Way of Life

CSDA recently joined a coalition comment letter, prepared by the Association of California Water Agencies (ACWA), providing public comment on updated the text of the proposed Making Conservation a California Way of Life regulation under development by the State Water Resources Control Board (State Water Board). The proposed Making Conservation a California Way of Life regulation sets forth a framework for water use efficiency, applied to Urban Retail Water Suppliers.

The March 27 comment letter acknowledges meaningful revisions to the proposed regulation, while highlighting remaining requests for changes, including in connection with: data and reporting, clarification around enforcement, technical changes, and other important matters, which can be viewed in the letter at this link. This follows a more comprehensive October 17, 2023, comment letter on an earlier version of the proposed regulation, prepared by ACWA, which CSDA joined. The final Making Conservation a California Way of Life regulation is anticipated to be adopted by the State Water Board in the near future.

Budget Request, Department of Water Resources Atmospheric Rivers Research Program

CSDA recently joined a coalition budget support letter related to Forecast Informed Reservoir Operations (FIRO). The FIRO program, which allows for more efficient reservoir operations to take advantage of significant rain events, has been consistently supported by CSDA.

The April 5 coalition letter supports the $8.75 million in ongoing funding identified in the Governor’s 2024-25 Proposed Budget to continue operational Atmospheric Rivers forecast tool integration with Department of Water Resources water supply management, align Atmospheric Rivers Program results and products with FIRO to increase water management flexibility, and other items.
