CARB ZEV Mandate Implementation Workshop for Utility Stakeholders March 25

On March 25 at 9:00 a.m., the California Air Resources Board (CARB) will convene an in-person and virtual workshop focusing on proposed amendments to align the Advanced Clean Fleets (ACF) regulation with Assembly Bill 1594 (Garcia), Chapter 585, Statutes 2023. AB 1594 was intended to provide limited additional flexibility to public agency utilities under the ACF regulation, which mandates all local governments purchase zero emission medium-duty and heavy-duty vehicles.

Per CARB’s bulletin, the following is a summary of potential amendments to be discussed at the workshop:

  • The definition of public agency utility and utility-specialized vehicles.
  • Necessary changes to the Zero-Emission Vehicle (ZEV) Purchase and Daily Usage exemptions for defined public agency utilities to allow replacements without regard to the model year of the vehicle being replaced.
  • Necessary changes to the Daily Usage exemption to allow for usage data that does not rely on the lowest mileage reading and exclude the highest usage days.

Stakeholders, including utility fleet owners, are encouraged to participate in the workshop and provide feedback to CARB.

The meeting will be held in Sacramento and via Zoom as indicated below. Remote participants must register via Zoom. This meeting will be recorded and made available on the ACF – Meetings & Workshops website.
