Friday, February 16 marked the deadline for members of the State Assembly and State Senate to introduce new bills. In the Assembly, 1,505 bills were introduced. In the Senate, 619 bills were introduced. This collective effort has resulted in a combined total of 2,124 newly introduced pieces of legislation in the second year of the 2023-2024 Legislative Session. Of that total, 674 bills are “spot” or “intent” bills, which lack substantive language, and which must be amended into substantive form, if at all, in the coming weeks.

This compares with a total of 2,632 bills introduced by the Assembly and the Senate by the 2023 bill introduction deadline. A number of those bills are still “alive” as two year bills, and will continue to work their way through the legislative process.
