As the voice of all special districts in California, CSDA advocates for the interests of our members and
the communities they serve. Every year, the State Legislature passes hundreds of new laws and the
court system issues rulings on various old laws. The New Laws of 2022 publication serves as a reference for special districts
trying to keep up with the laws that affect their important work.

CSDA’s biggest advocacy efforts in 2021 centered around four key themes:

  • Unprecedented grassroots advocacy mobilization for relief funding
  • Protections from costly mandates and restrictions
  • Flexibility and efficiency for local services
