Tomorrow, October 20, the State Water Resources Control Board (SWRCB) will host a webinar starting at 10:00 a.m. regarding the application process for the California Water and Wastewater Arrearage Payment Program. Systems that completed the SWRCB survey now must formally apply to the program to receive funding consideration. This webinar will cover a number of topics to ensure that water suppliers fully understand the scope and requirements of the application, including the following:

  • Overview and status of the program
  • Purpose of the application
  • Accessing the application
  • Overview of application questions and attachments
  • Available assistance for application completion

The application period for this program closes on December 6 and the SWRCB has indicated that funding is available to cover eligible arrearages, plus costs for administering this program. If your district did not complete the initial survey, which is the required first step in accessing program funding, there is still an opportunity to participate in the program by completing an abbreviated survey, which can be accessed through the SWRCB’s EAR portal.

The drinking water arrearages program is a separate and distinct program from the $100 million COVID-19 relief fund for independent special districts. This latter funding program’s application deadline has been extended to October 29. Special districts cannot participate in both the $100 million relief fund for independent special districts and the arrearages program. They must choose one or the other.
