Bathroom Bill Gets Flushed

CSDA-led opposition stopped Assembly Bill 1017 by Assembly Member Sharon Quirk-Silva (D-Fullerton) from becoming law. AB 1017 would have placed an unfunded mandate on local public agencies to catalog their restrooms along with requirements to disseminate the catalogs and place the catalogs on their agency websites in perpetuity. 

 

While the stated goal of the bill – to provide more bathrooms for the State's rapidly growing homeless population to utilize – is laudable, AB 1017 would not have achieved that goal. Instead, the bill would have placed an unfunded mandate on local agencies, including special districts, without resulting in a single new bathroom being made available for use by the public.
