H.R. 2766 NSDA Plan for Congressional August Recess

The National Special Districts Association (NSDA) has updated H.R. 2766 resources for a grassroots push during the Congressional August Recess.

August is a critical month for the Special Districts Fairness and Accessibility Act of 2026: H.R. 2766 and its Senate companion, S. 2014. NSDA, of which CSDA is a founding member, is asking special districts to help create a unified definition of special districts in federal law, with H.R. 2766 and S. 2014, having reached a pivotal stage in Congress.

In March, H.R. 2766 successfully passed the House Committee on Oversight and Government Reform with strong bipartisan support. As the bill heads to the full House, it is facing procedural headwinds due to the congressional calendar and election-year scheduling.

The good news is the Congressional Budget Office (CBO) has officially confirmed there is no fiscal impact associated with H.R. 2766 and there is no significant opposition to the legislation. However, we need to continue to increase the broad coalition of co-sponsors to assure leadership that there is support for the bill.

NSDA has specifically asked California special districts to:

1. Thank California's House Cosponsors and ask them to encourage leadership to bring the bill to the Floor:

  • Rep. Vince Fong
  • Rep. John Garamendi
  • Rep. Josh Harder
  • Rep. Young Kim
  • Rep. Doug LaMalfa (Deceased)
  • Rep. Sam Liccardo
  • Rep. Jay Obernolte
  • Rep. Raul Ruiz
  • Rep. David Valadao
  • Rep. George Whitesides

2. Thank House Oversight Committee Members for voting YES to advance H.R. 2766 and ask them to advocate for House Floor consideration of the bill:

  • Ranking Member Robert Garcia
  • Rep. Ro Khanna
  • Rep. Lateefah Simon
  • Rep. Dave Min

3. Contact Congressional Representatives Who Have Not Yet Cosponsored

Please contact California House members who have not yet joined as cosponsors (see above) and ask them to support H.R. 2766.

4. Contact Senators Alex Padilla and Adam Schiff

Please ask both California Senators to support and co-sponsor S. 2014 when it is considered in the Senate.
