The California Department of Resources Recycling and Recovery (CalRecycle) has begun the early phases of implementing new regulations designed to reduce waste and increase recycling. SB 54 (Allen, 2022) – Plastic Pollution Prevention and Packaging Producer Responsibility Act requires producers of single-use plastic packaging and food service ware to meet minimum recycled content standards and assume greater responsibility for reducing plastic waste.
On August 22, CalRecycle released draft regulations to launch the formal rulemaking process for California’s new plastic and packaging laws to be implemented by 2032. CalRecycle is still in the process of developing regulations to implement and is inviting public input. The 45-day public comment period for the Partially Recirculated Draft Program Environmental Impact Report on the proposed SB 54 regulations ends October 10, 2025. The comment period for the state’s plastic and packaging reforms ends October 7, 2025. This is a key opportunity for solid waste agencies to weigh in on how program requirements may impact existing collection and processing operations. [Submit comments here].
