Voters favor Prop 4 and divided on Prop 5 according to PPIC poll

The Public Policy Institute of California (PPIC) has released a statewide survey showing 65 percent of likely voters would vote “yes” and 33 percent would vote “no” on Proposition 4 after being read the official ballot title and label. The same poll indicated just 49 percent of likely voters said they would vote “yes” on Proposition 5, with 50 percent saying they would vote “no”.

Proposition 4, also known as the “Climate Bond”, is titled: Authorizes Bonds for Safe Drinking Water, Wildfire Prevention, and Protecting Communities and Natural Lands from Climate Risks. It would dedicate $10 billion to these projects.

Proposition 5 is titled: Allows Local Bonds for Affordable Housing and Public Infrastructure with 55% Voter Approval. It would, under certain circumstances, authorize special districts, cities, and counties to seek voter approval of general obligation bonds under the same 55 percent voter threshold required for school bonds.

Political observers often note it is easier for ballot measures to lose support than to gain support as elections draw nearer, suggesting it is typically difficult for propositions polling below 50 percent—or even slightly above 50 percent—to win on election day. The General Election will occur Tuesday, November 5, 2024.
