Last week, during the CSDA Annual Conference and Exhibitor Showcase, the CSDA Board of Directors approved a support position for Propositions 4 and 5 on the November Statewide General Election Ballot. Proposition 4, known as the “Climate Bond” would provide $10 billion for drinking water, wildfire prevention, coastal resilience, park creation, and more. Proposition 5 would align the vote requirement for approving special district, city, and county general obligation bonds with the existing 55 percent threshold for approving school bonds.
Proposition 4 generally allows for parity between each type of local agency in receiving access to bond dollars for like services. Monies in the fund will support:
- $3.8 billion allocation for drinking water and groundwater, drought, flood, water resilience programs.
- $1.5 billion for wildfire and forest programs.
- $1.2 billion for coastal resilience to address sea level rise.
- $850 million to fund clean air programs.
- $1.2 billion towards the protection of biodiversity and the support of nature-based solutions.
- $700 million for park creation and outdoor access.
- $450 million towards extreme heat mitigation.
Proposition 4 is formally labeled, “AUTHORIZES BONDS FOR SAFE DRINKING WATER, WILDFIRE PREVENTION, AND PROTECTING COMMUNITIES AND NATURAL LANDS FROM CLIMATE RISKS. LEGISLATIVE STATUTE.” For more information:
If approved by the voters, Proposition 5 would lower the vote threshold for cities, counties, and special districts to incur general obligation bonded indebtedness to fund the construction, rehabilitation, replacement, or acquisition of public infrastructure and affordable housing from two-thirds to 55 percent.
Proposition 5 is formally labeled, “ALLOWS LOCAL BONDS FOR AFFORDABLE HOUSING AND PUBLIC INFRASTRUCTURE WITH 55% VOTER APPROVAL. LEGISLATIVE CONSTITUTIONAL AMENDMENT.” For more information:
