Note: This content was shared last week with select individuals at the districts listed below; CSDA is interested in obtaining responses from special districts that have not yet responded to this request for information and/or those districts that may have additional information to share. Those that have provided CSDA with complete information need not provide another identical response.

On January 16, Governor Gavin Newsom issued Executive Order N-10-25, which, among other things, provides for a limited suspension on the imposition of penalties, costs, or interest for the failure to pay property taxes or file a personal property tax statement by the original April 10 and August 31 deadlines.
Governor Newsom’s Executive Order suspending property tax payments applies to properties located within the areas encompassed by ZIP codes of 90019, 90041, 90049, 90066, 90265, 90272, 90290, 90402, 91001, 91040, 91104, 91106, 91107, 93535, and 93536. The suspension provided by the order is automatic, and therefore does not require an individual taxpayer to take any specific action to obtain the provided relief.
While the Executive Order specifies that it does not permanently relieve taxpayers of their obligation to pay these taxes, those local agencies that rely on the timely payment of property taxes, including special districts, may potentially experience unanticipated shortfalls and related disruptions as a result of the executive order. This is particularly true in the case of agencies that are using tax proceeds to finance long-term obligations like bond debt.
CSDA understands that the executive order encompasses areas of Los Angeles County within the boundaries of the following special districts:
- Altadena Library District
- Antelope Valley Cemetery District
- Antelope Valley East Kern Water Agency
- Antelope Valley Healthcare District
- Antelope Valley Mosquito and Vector Control District
- Antelope Valley Resource Conservation District
- Bear Mountain Recreation and Park District
- Foothill Municipal Water District
- Greater Los Angeles County Vector Control District
- Kinneloa Irrigation District
- Las Virgenes Municipal Water District
- Los Angeles County West Vector Control District
- Metropolitan Water District of Southern California
- Palm Ranch Irrigation District
- Pasadena Glen Community Services District
- Quartz Hill Water District
- Resource Conservation District of the Santa Monica Mountains
- San Gabriel Valley Mosquito and Vector Control District
- West Basin Municipal Water District
- West Valley County Water District
CSDA is interested in obtaining information from representatives at the districts listed above about the possible impacts of the Governor’s Executive Order and the LA Fires generally. To facilitate these responses, CSDA is soliciting responses to this survey. Responses are requested for submission no later than Friday, February 6, and will help shape CSDA’s advocacy efforts.
