DEPENDENT SPECIAL DISTRICTS, CITY AND COUNTY AGENCIES, JPAs, and other public agencies not eligible for Regular Membership. This is a non-voting membership. Joint Powers Authority (JPA) memberships include benefits for agency staff only. JPA board members are eligible for CSDA membership through their respective agencies.
