Assembly Bill 2449 (Rubio, 2022) enabled local agencies to use modified Brown Act teleconferencing meeting procedures for board members with a just cause or emergency circumstances necessitating their remote participation. CSDA is interested in collecting feedback from special districts about their experiences using the provisions of AB 2449 to meet remotely.
Agencies have utilized different approaches to satisfy the procedural requirements set forth by AB 2449— for example, some agencies include a standing, recurring item on their meeting agendas to open their meetings dedicated to considering potential, unforeseen AB 2449-related requests. Other agencies relate that they have refrained entirely from using AB 2449 due to restrictions on the frequency or nature of the permitted reasons to invoke its provisions.
For these reasons, CSDA is urging special districts to fill out this brief comment form for the purpose of relaying your district’s experiences using AB 2449. Your responses will help inform CSDA’s advocacy strategies moving into 2025, so your feedback is especially valuable.
