A Look Ahead to the 2024 State Legislative Year

Commencing January 3, the California State Legislature will reconvene for the second year of the biennial 2023-24 Legislative Session following its Interim Recess.

Fast and Furious January

January 12 is the last day for policy committees to hear and pass to fiscal committees any bills keyed fiscal by Legislative Counsel that were introduced in 2023 but remain in their first house. January 19 is the last day for any committee to hear and pass to the floor bills introduced in that house in 2023, and January 31 is the last day for each house to pass bills introduced in that house in 2023 (known as the “House of Origin Deadline”).

All of this action on legislation will occur under the backdrop of the State Budget, which Governor Gavin Newsom must propose to the State Legislature by January 10. The Legislative Analyst’s Office has projected a $68 billion deficit, leaving a lot of difficult decisions for lawmakers to approve a balanced State Budget before the June 15 deadline in the State Constitution.

Spring Forward

February 16 marks the final day for the introduction of new bills in 2024. Policy committees have until April 26 to review and report fiscal bills introduced in their house to fiscal committees. By May 3, policy committees must review and report non-fiscal bills introduced in their respective houses. May 17 is the last day for fiscal committees to hear and report to the floor bills introduced in their house. May 24 is the last day for both houses to pass bills introduced in their houses of origin.

Rounding out the Year

July 3 is the last day for policy committees to meet and report bills, and fiscal committees have until August 16 to convene and report bills.

August 23 is the deadline for bill amendments on the floor. Lastly, both houses must pass bills by August 31.

Any legislative measure aiming for the November 5 General Election ballot must qualify by June 27.
