REMINDER: Join Roundtable Discussion on CARB ZEV Mandate Compliance with Cities, Counties, and Special Districts – November 15

CSDA members are invited to join Cal Cities, California State Association of Counties (CSAC), and CSDA for a roundtable on November 15 at 2:00 p.m., to discuss issues relating to the California Air Resources Board (CARB) Advanced Clean Fleets (ACF) zero emission vehicles (ZEV) mandate on local governments and to learn about available options to comply with these regulations. 

Discussion topics include:

  • Compliancy requirements
  • Exemptions and extensions
  • Coordinating with energy providers
  • Upcoming legislative and budgetary efforts

Earlier this year, CARB approved its Advanced Clean Fleet (ACF) regulation which will require local government medium and heavy-duty fleets to begin transition to ZEVs as soon as January 1, 2024. CSDA and its local government partners were actively engaged in the regulatory process and with our members as this regulation was promulgated. CARB hosted a webinar and presentation on October 18th  following the adoption of these regulations that has been archived and can be viewed on their website.

CARB adopted these new regulations with the goal of achieving 100 percent zero-emission by 2045. Fifty percent of new class 2b-8 vehicle purchases will need to be zero-emission between 2024-2026. That requirement will accelerate to 100 percent by 2027. Alternatively, local agencies may select a “Milestone Option” which phases in the mandate over time based on different categories of vehicles within a fleet.
