15-Day Comment Period Now Open on CARB Zero Emission Vehicle Mandate

The California Air Resources Board (CARB) has released an updated draft of its proposed Advanced Clean Fleet (ACF) Regulation and special districts and others have until April 7 to submit public comment.  CARB’s regulation seeks to mandate zero emission vehicles (ZEV) for all medium-duty and heavy-duty vehicle purchases starting January 1, 2027, with many agencies required to purchase 50 percent ZEV from 2024 – 2026. CSDA encourages all affected special districts to submit a comment letter and email a copy to CSDA at advocacy@csda.net.

CSDA has also released an updated fact sheet on the ACF draft regulation.

CSDA joined a coalition letter during an earlier 45-day comment period in October 2022 and has since met with CARB staff to share special district concerns. In addition, CSDA is now meeting with individual CARB board members together with affected special districts. CSDA intends to participate in a the 15-day comment period together with our city and county partners.

While CSDA will be submitting formal comments, individual districts are encouraged to weigh in.  The CARB instructions on Public Comment are as follows:
