Reminder: Share Your Proposals for Sponsored Legislation with CSDA

CA capitol dome with flagsDo you have an idea to create, improve, or eliminate a law affecting special districts throughout the state? If your district is facing an issue that could potentially be resolved through statewide legislation, let us know. CSDA members are invited to submit a proposal for CSDA to sponsor legislation in the 2023 legislative year.

Legislative proposals should broadly focus on furthering the interest of all types of special districts, regardless of geographic region or type(s) of service provided. Submissions will be reviewed by CSDA staff and assessed for political implications, potential consequences, cost of implementation, likelihood of success, and other relevant factors. Proposals will then be presented to the CSDA Legislative Committee for final approval.

 

In 2022, CSDA sponsored Assembly Concurrent Resolution 180. ACR 180 (Bauer-Kahan) proclaimed the week of May 15, 2022, to May 21, 2022, to be Special Districts Week. CSDA also partnered with the California Association of Local Agency Formation Commissions (CALAFCO) to support Senate Bill 938. SB 938 (Hertzberg) simplified the statutes within the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 related to the conducting authority for reorganization actions related to special districts, while also creating a new protest threshold for LAFCO-initiated dissolutions of special districts meeting specified criteria.

 

The deadline for CSDA members to submit a 2023 Legislative Proposal Submission Form is September 30, 2022. For any questions, please contact CSDA Legislative Analyst Cole Querry at coleq@csda.net. Is your special district planning to sponsor its own legislative proposal in the coming year? 

Maybe, rather than requesting CSDA sponsor your bill idea, your agency intends to sponsor the measure itself. If so, CSDA is happy to review the proposal and provide feedback that could be helpful to your efforts. Starting this process early may also help with securing a timely support position in the future from the CSDA Legislative Committee should your district make such a request.
