On Wednesday, September 16, CSDA will host a webinar called “2026 Update to CARB ACF ZEV Regulation – What’s New?” The webinar, which will take place from 1:00 PM – 3:00 PM, is free for CSDA members and $125 for non-members.
The California Air Resources Board (CARB) Advanced Clean Fleets (ACF) regulation affects all state and local government vehicle fleets, including vehicles owned, operated, and contracted by special districts. On July 30, 2026, CARB published the final draft of their changes to the ACF regulations. Agencies are on the clock to begin transitioning medium and heavy-duty vehicles to zero-emission vehicles (ZEVs).
CSDA actively lobbied CARB to make the regulations less burdensome for local governments, including a call for exempting vehicles that support emergency response as well as greater flexibility in general throughout the ACF regulatory process. This webinar will cover what exemptions are available and how to request them, how to navigate annual reporting requirements, and generally how to comply with the CARB regulation.
