The United States Senate adjourned for August recess this weekend following a lengthy Friday, August 7 session that stretched into early Saturday morning. During the session, the Senate passed its continuing resolution (CR) in
The Senate also confirmed its “en bloc” package of 74 nominations, including Todd Blanche to be Attorney General, David Cummins for TSA administrator, Hal Duncan to be deputy director of OMB, and Cameron Hamilton for FEMA administrator.
Separately, Senate Budget Chair Ron Johnson (R-WI) released the Senate version of Reconciliation 3.0 on Friday, August 7, which would provide $105 billion for defense spending, farm aid, and voter ID measures. While the proposal mirrors the House-passed measure, the Senate version includes $10 billion more for voter ID measures and incorporates instructions for 11 Senate committees:
- Armed Services: $60 billion
- Homeland Security: $20 billion
- Judiciary: $20 billion
- Rules and Administration: $20 billion
- Intelligence: $13 billion
- Agriculture, Nutrition, and Forestry: $12 billion
- Commerce, Science, and Transportation: $1 billion
- Energy and Natural Resources: $1 billion
- Foreign Relations: $1 billion
- Indian Affairs: $1 billion
- Veterans’ Affairs: $1 billion
Senate Republicans abandoned plans for a procedural vote on the budget resolution Friday night. President Donald Trump reportedly agreed to postpone the vote to give Senate Republican leadership additional time to secure support within the conference.
Also, on Friday, August 7, Judge McElroy issued a final ruling in the litigation against the Department of Housing and Urban Development (HUD) surrounding its FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). The court invalidated HUD’s FY26 CoC NOFO in its entirety, finding it violates the Administrative Procedures Act (APA). HUD must now decide whether to appeal the ruling or accept the decision and reissue the NOFO in time to meet the statutory deadline for making grant awards by December 1, 2026.
The House of Representatives is expected to return on August 31, and the Senate on September 14.
