BioWatch Grant: DHS announced the availability of $10 million to fund early warning systems in select jurisdictions that detect the release of a select biological agent that may pose a danger to public health. Applications are due April 30, 2026.

Defense Community Infrastructure Grant: The Office of Local Defense Community Cooperation announced the availability of $230 million to address deficiencies in community infrastructure supportive of a military installation. Applications are due June 25, 2026.

Homeland Security: BioWatch Program

BioWatch Program is a federally managed, locally operated early warning operational capability designed to enhance national preparedness. The program provides an early warning system that detects the release of a select biological agent that may pose a danger to the public health in select jurisdictions.

 

Award maximum: $2,000,000

Program funding: $10,000,000

Eligible applicants: County, city, special district governments; Transit authorities; Railroads; Port authorities.

Office of Local Defense Community Cooperation: Defense Community Infrastructure Program

The program assists eligible entities in addressing deficiencies in community infrastructure supportive of a military installation. For purposes of the Defense Community Infrastructure Program, “Community Infrastructure” includes projects related to transportation; schools; hospitals; police, fire, or emergency response, or other community support facilities; utility projects (e.g., water, wastewater, telecommunications, electric and natural gas facilities); and demolition projects. The facility or project itself must be owned by a state or local government, or a not-for-profit, member-owned utility.

 

Award maximum: $20,000,000

Bureau of Justice Assistance (BJA): FY25 Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) Investigations Training and Technical Assistance (TTA)

This NOFO will support specialized training and technical assistance (TTA) to Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) grantees, with a particular focus on enhancements to strategic, operational, tactical, and other activities or resources that improve jurisdictions’ approaches to reduce unlawful distribution of illicit opioids and other substances, including but not limited support for law enforcement efforts to locate and investigate illicit activities.

BJA: FY25 Rural Law Enforcement Violent Crime Reduction Initiative

This funding opportunity seeks to support local law enforcement in rural jurisdictions to prevent, respond to, and reduce violent crime. The goal is to equip rural law enforcement agencies and prosecutors’ offices with the resources necessary to implement a violent crime reduction strategy to solve a specific violent crime challenge.

This NOFO assists eligible entities in developing, implementing, or expanding de-escalation and crisis response training programs that improve law enforcement responses to and outcomes for individuals in crisis who have behavioral health conditions, intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills, strategies, and technology to effectively de-escalate and handle crisis situations, enhance safety, and protect officer wellbeing.

Office of Juvenile Justice Delinquency Prevention (OJJDP): FY25 Youth Gang Prevention and Intervention Program

This NOFO supports the implementation of intervention and suppression strategies to reduce youth gang crime and violence and promote public safety. These strategies will help to prevent youth from joining gangs, discontinue involvement in gangs, and prevent and reduce additional youth gang violence.

The SAEF4 program aims to expand the National Apprenticeship System while simultaneously incentivizing states to focus on the growth of the system by removing barriers that currently limit employer participation in Registered Apprenticeships and increasing transparency around the registration process. The program focuses on sectors such as artificial intelligence (AI) infrastructure, nuclear energy infrastructure, shipbuilding, advanced manufacturing, domestic mineral production, and information technology.
