As part of our coverage of Special Districts Week (April 5-11, 2026), CSDA is pleased to feature our recent interview of Assembly Local Government Committee Chair Juan Carrillo, author of last year’s Special Districts Week Assembly Concurrent Resolution.
Assembly Member Carrillo was first elected to the California State Assembly in November 2022 and re-elected in November 2024 to represent the 39th Assembly District, which includes portions of the northern Antelope Valley and stretches into San Bernardino County. Prior to his election to the State Legislature, Carrillo served as a city planner for 15 years and held office on the Palmdale City Council.
Q. How would you advise special districts who want to build on relationships with legislators and staff to best advocate for their district and community?
A. I always encourage special districts to build strong relationships with their local district office. Our staff are here to support the community and serve as a bridge between local agencies and the state. Inviting legislators and staff to tour facilities, attend community events, and meet with district leadership helps us better understand the work being done on the ground. Scheduling meetings to discuss your district’s needs and priorities is also important. And when opportunities arise, don’t hesitate to share your budget requests advocating for resources that support your community is an important part of our role in the Legislature.
Q. How has your role as Chair of the Assembly Local Government Committee helped you advocate for your constituents?
A. Serving as Chair of the Assembly Local Government Committee allows me to review legislation that directly impacts cities, counties, and special districts throughout California. In this role, I work to ensure that proposed legislation meets the needs of communities across the state while also considering how those policies affect residents in Assembly District 39. When legislation could impact our district, I make it a priority to connect with local stakeholders and community members to understand their concerns and ensure their voices are part of the conversation.
Q. What are your current and long-term policy priorities, particularly as they relate to the governance and operations of special districts and other local governments?
A. One of my key priorities is supporting investments in open spaces, parks, and recreational areas. Expanding and enhancing parks helps improve quality of life, promotes community wellness, and creates spaces where families can gather and connect. I believe it is important that special districts and local governments have the resources and support needed to develop new parks, expand existing facilities, and continue investing in projects that benefit the communities they serve.
Q. What specific challenges exist for communities in AD-39 that may not exist in other parts of the state?
A. Communities in Assembly District 39 often face unique challenges related to limited resources and lower property tax revenues compared to other parts of the state. While our region remains more affordable for many families, that affordability can also mean fewer local dollars available for infrastructure, services, and community investments. As a result, our communities often rely more heavily on state partnerships and funding opportunities to address local needs and continue growing responsibly.
Q. Can you please share your highlights and biggest accomplishments during your Assembly terms?
A. One of my top priorities has been bringing resources back to the communities I represent. I’m proud to have secured $2 million for the Hesperia Recreation and Park District to support park improvements that benefit local families. I have also worked to support community organizations, including resources that helped expand services provided by organizations like SALVA into the Victorville region. Additionally, we were able to secure $500,000 for the City of Adelanto for improvements at Bellflower Park and additional funding for park improvements in Palmdale, including support for Yellen Park. These investments help strengthen our communities and create more opportunities for residents across the district.
