House leaders are nearing the finish line on the full slate of FY 2026 appropriations, with a four-bill minibus expected to move this week, roughly 10 days ahead of the January 30 funding deadline. The package is expected to include Defense, Homeland Security, Labor-HHS-Education, and Transportation-HUD, along with several potential add-ons that have bipartisan support. While appropriators are optimistic about the outcome, the package does face some headwinds. For example, funding for the Department of Homeland Security is expected to be particularly contentious for Democrats amid concerns over recent immigration enforcement actions.

Wednesday, January 21 | 10:15 a.m. ET | The full committee will markup 11 bills, many of which focus on amending the Clean Air Act, particularly provisions governing how National Ambient Air Quality Standards (NAAQS) are set, reviewed, and enforced. One bill (H.R. 6409) would exclude emissions originating outside the United States from being considered in NAAQS attainment determinations. A separate measure (H.R. 4218) would extend the NAAQS review cycle to 10 years, provide states greater flexibility in setting and implementing air quality standards, and clarify the treatment of exceptional events and non-attainment classifications. A third proposal (H.R. 6387) would further limit how emissions from wildfires, prescribed burns, and other exceptional events are used in determining whether an area is attaining a NAAQS.
