Do you have an idea to create a new law or improve or eliminate an existing law affecting special districts throughout the state?
If your district is facing an issue that could potentially be resolved through statewide legislation, let us know!
Legislative proposals should focus on furthering the interests of all types of special districts, regardless of geographic region or type(s) of service provided. Submissions will be reviewed by CSDA staff and assessed for political implications, potential consequences, cost of implementation, likelihood of success, and other relevant factors. Proposals will then be presented to the CSDA Legislative Committee for consideration.
CSDA members are invited to submit a proposal by September 9, 2025 for CSDA to consider sponsoring legislation in the 2026 legislative year. Share your legislative proposal by completing and submitting the 2026 Legislative Proposal Submission Form.
This year CSDA sponsored Assembly Concurrent Resolution 36. ACR 36 (Carrillo) proclaimed the week of May 18, 2025, to May 24, 2025, to be Special Districts Week. CSDA also co-sponsored AB 259 (Rubio) Open meetings: local agencies: teleconferences and SB 496 (Hurtado) Advanced Clean Fleets Regulations: appeals advisory committee exemptions.
Once again, the deadline for CSDA members to submit a 2026 Legislative Proposal Submission Form is September 9, 2025. For any questions, please contact CSDA Legislative Analyst Ophelia Szigeti at ophelias@csda.net.
Is your special district sponsoring its own legislative proposal in the coming session? We want to hear from you too! Contact CSDA Legislative Analyst Ophelia Szigeti at ophelias@csda.net to let CSDA know about your pending legislative proposal and allow the CSDA legislative team to get a head start in potentially partnering with your district.
