On March 19, the Senate Local Government Committee met to discuss topics related to the Ralph M. Brown Act. The informational hearing, titled “Meeting the Moment: Strengthening Community Voices in Local Government Meetings,” centered on discussions of access to open and public government meetings.
While the meeting was not explicitly tied to Committee Chair Senator María Elena Durazo’s bill on the Brown Act, Senate Bill 707, the provisions contained within that bill were clearly connected to the discussions taking place in the informational hearing— so much so that the bill was expressly addressed in testimony to the Committee. SB 707 imposes, among other things, myriad translation and procedural requirements on special districts and other local public agencies.
The meeting included several panels: the first was intended to provide an academic, baseline understanding of the Brown Act, followed by a portion specific to Los Angeles County; following that was a local government panel slated to talk about what works well and what challenges local agencies face; the hearing presentations concluded with a panel of different advisory bodies and community groups alongside ethnic media presenting their experiences with the Brown Act over the years. CSDA was asked, alongside other local government associations, to provide a witness for the local government panel. To that end, CSDA Board Member, Ryan Clausnitzer, General Manager of the Alameda County Mosquito Abatement District, testified to the committee, providing the special districts perspective alongside the views of cities, counties, and schools. CSDA Legislative Representative Marcus Detwiler also provided remarks during the public comment period, emphasizing aspects of the special districts perspective and urging the Committee to consider how best to empower local agencies, facilitate local flexibility, and to remain mindful of affordability for communities and agencies of all shapes and sizes.
