On October 2, the California Public Utilities Commission (CPUC) conducted an informative session aimed at encouraging eligible organizations to make the most of the California Teleconnect Fund (CTF). This fund is specifically tailored to assist healthcare and library districts by providing them with discounted rates on specific telecommunications and broadband services.
Since its inception, the CTF program has played a pivotal role in improving communication and internet accessibility for libraries and healthcare institutions to ensure that all communicates have access to affordable and dependable telecommunications infrastructure.
In 1994, AB 3643 (Polanco) mandated the CPUC to set forth objectives for the advancement of universal telephone service within the state. This also included overseeing the Universal Lifeline Telephone Service Program, which extended a discount of up to 50 percent on telephone services to low-income consumers. Subsequently, decisions made by the CPUC broadened the scope of this program to include internet connectivity. The designated budget for the fiscal year 2023-2024 stands at $108.34 million.
To meet the eligibility criteria, healthcare districts must have annual revenue below $50 million, accept government health insurance, and obtain a letter from their respective county. Library districts must acquire a letter from the State Librarian to apply for funding. Funding is allocated on a first-come, first-served basis until the budget limit is reached.
The CTF encompasses a wide array of eligible services, ranging from asynchronous transfer mode to satellite internet access, ensuring comprehensive coverage of critical telecommunication needs.
Since its inception, the CTF has provided support for 522 libraries, 225 hospitals and 329 healthcare community-based organizations. To remain eligible for the benefits of the CTF Plan, participants are required to maintain up-to-date contact information. The CPUC conducts quarterly administrative committee meetings to ensure successful implementation and to gather feedback from stakeholders.
Eligible entities can submit applications and avail themselves of the CFT discount following a thorough review and approval process by CTF staff. In an effort to expand outreach and collaboration, all eligible entities are strongly encouraged to apply.
