Legislators, Media, and the Public

As special district leaders interact with legislators, media, and the public, certain topics are likely to arise in which a clear, considered, and consistent message will prove valuable. The key messages below have been developed by CSDA to serve as a resource to members. These messages cover both perennial issues facing special districts and recent matters of interest.

Special district board members and staff are welcome to replicate or adjust these messages as needed to suit day-to-day needs, whether memorizing them for live interviews, or copying and pasting them into written materials.

This new Key Messages resource  is now available under the Advocacy and Public Engagement Tab within the Publications and Resources section of the Knowledge Base at csda.net. It will be periodically updated and currently covers the following topics:

  • What is a Special District?
  • Why is a Special District “Special?”
  • Formations, Dissolutions, and Consolidations
  • Revenues and Reserves
  • Property Taxes
  • Enterprise and Non-Enterprise Revenue
  • Developer Impact Fees
  • Infrastructure
  • Public Safety Power Shutoffs
