Yesterday, CSDA notified members of AB 315 (C. Garcia), which would have placed new restrictions and reporting requirements on public agency associations. Today, we’re pleased to inform members that CSDA successfully led broad coalition efforts to stop that detrimental legislation.
Assembly Member Cristina Garcia has chosen to pull the AB 315 from the January 15 Assembly Local Government hearing agenda, effectively halting the bill for 2020. Had AB 315 passed, it would have eliminated numerous resources for all public agencies, including CSDA members. Just some of the programs CSDA offers its membership that would have been eliminated or significantly limited were:
- Public Affairs Field Coordinators program – CSDA staff that travel to various districts for events, meetings, workshops, presentations, etc.
- Financial Services Assistance – The CSDA Finance Corporation helps districts access infrastructure project financing
- Districts Makes the Difference Public Outreach Campaign – Public education campaign raising awareness and understanding of special districts
- Legal efforts/LAW Group – legal assistance, guidance, and amicus brief program
- Regulatory Advocacy
Established in 1969, CSDA’s mission is to be the voice of all special districts, providing members with the resources necessary to best serve their communities.
CSDA is proud of the services and benefits our members have accessed through our association for over 50 years. Halting AB 315 will allow us to further carry out our mission for the next 50 years.
