Benefit Summary
 The Special Districts GASB 45 Trust Program, administered by PARS (Public Agency Retirement Services), assists special districts of all sizes and types in addressing the requirements of GASB 45, which requires public agencies to begin recognizing and accounting for the costs related to Other Post Employment Benefits (OPEBs) such as retiree healthcare benefits. This new CSDA benefit program assists districts through the entire process from identifying and completing an actuarial valuation to designing a realistic plan for pre-funding their OPEB liabilities. CSDA, PARS and Union Bank of California have teamed up to offer districts access to a unique GASB-compliant, IRS-approved Irrevocable Trust.

Alternative Measurement Method
As part of the Special Districts GASB 45 Trust Program, CSDA has partnered with the California School Boards Association (CSBA) to assist smaller districts plan for the new government accounting standards. Small special districts with less than 100 “plan members” are eligible to use a cost-effective actuary service to help them comply with GASB Statement No. 45. This unique process allows you to enter data online and receive an alternative measurement valuation for a flat fee of $1,500.
