Stable Option for Investment of District Funds
The Investment Trust of California (CalTRUST) is a program established by public agencies in California for the purpose of pooling and investing local agency funds - operating reserves as well as bond proceeds. CalTRUST offers the option of several accounts to provide participating agencies with a convenient method of pooling funds - including a money market fund. This program is a great option to diversify investments!

CSDA is partnering with Bank of the West to launch the CSDA District Purchasing Card program specifically for CSDA member districts. Our goal is to help your district find ways to manage and report spending while providing your employees with convenient tools to make necessary purchases. The Purchasing Card can be used for vendor payments, travel expenses, online purchases, utility bills and much more.
In addition to potential cash rebates, other benefits may include: improved cash flow through increased float, lowered costs by reducing check writing, better expense management through enhanced monitoring capabilities.

Trust and Services for OPEB/GASB45
The Special Districts GASB 45 Trust Program, administered by PARS (Public Agency Retirement Services), assists special districts of all sizes and types in addressing the requirements of GASB 45, which requires public agencies to begin recognizing and accounting for the costs related to Other Post Employment Benefits (OPEBs) such as retiree healthcare benefits. This new CSDA benefit program assists districts through the entire process from identifying and completing an actuarial valuation to designing a realistic plan for pre-funding their OPEB liabilities. CSDA, PARS and Union Bank of California have teamed up to offer districts access to a unique GASB-compliant, IRS-approved Irrevocable Trust.
Alternative Measurement Method
As part of the Special Districts GASB 45 Trust Program, CSDA has partnered with the California School Boards Association (CSBA) to assist smaller districts plan for the new government accounting standards. Small special districts with less than 100 “plan members” are eligible to use a cost-effective actuary service to help them comply with GASB Statement No. 45. This unique process allows you to enter data online and receive an alternative measurement valuation for a flat fee of $1,500.

Cintas First Aid and Safety
Cintas, the nation’s largest provider of van-delivered first aid and safety products, also provides on-site safety, first aid and CPR training. Cintas can help get your district into compliance with OSHA guidelines and stay there. In addition to discounts on first aid and safety products, Cintas extends a 20% discount on Document Management Services (shredding, storage, imaging) and 15% on Uniform Rental and Facility Cleaning Services. CSDA Statewide Travel & Fuel Card Program
Developed in partnership with the State of California, the CSDA Statewide Travel & Fuel Card program gives special district business travelers access to discounted, unrestricted, fully refundable airfares, discounted car rental fees and automatic travel insurance. Agencies that want to take advantage of the program must first apply for an American Express Business Travel Account (BTA), an efficient, cardless billing system especially designed for this program.
