FACULTY
Charles (Chuck) Beesley was the general manager of the Contra Costa Mosquito & Vector Control District for 23 years. He took a low-profile mosquito abatement district at the brink of extinction after Proposition 13 and transformed it into a well-respected, countywide mosquito and vector control district. Under his leadership, the district successfully consolidated two mosquito control agencies; absorbed those services from the county for improved efficiencies; built state-of-the-art facilities; and successfully dealt with a 45-percent loss of state revenues. A past president of the California Special Districts Association, Chuck is now a consultant to special districts, conducts planning, team-building and general manager training workshops, and is currently a presenter for the CSDA’s Special District Leadership Academy.
