Assembly Speaker pro Tempore Cecilia Aguiar-Curry will be hosting an Assembly Constitutional Amendment 1 press conference and rally on Thursday, August 17, from 11:00 a.m. to 12:00 p.m. on the West Steps of the State Capitol. A flyer for this event is available here.
ACA 1, supported by CSDA, would create a new local vote threshold for approval of general obligation (G.O.) bond and special tax measures with a 55 percent supermajority, distinct from existing thresholds that currently require a two-thirds vote. By making this change, ACA 1 puts housing and infrastructure projects on par with school bond proposals, which currently require a 55 percent vote, so that cities, counties, and special districts have a practical financing tool to address community needs.
ACA 1 has over 40 co-authors, including Assembly Speaker Robert Rivas. The California Professional Firefighters are sponsoring the measure which has prominent support from housing and labor advocates, as well as trade unions. As this measure proposes an amendment to the California Constitution, it would mean that, if passed by the Legislature, the proposal would then go to the ballot for voter approval during the next statewide election.
