After months of private deliberations, Assembly Member Robert Rivas has become the seventy-first Speaker of the California Assembly, succeeding Assembly Member Anthony Rendon. Assembly Democrats agreed in November to retain Rendon as Speaker until the end of June, when Rivas was scheduled to assume the leadership role.
Rivas had initially challenged Rendon for the speakership role in May 2022. However, despite Rivas’ bid, Rendon secured enough support to retain his position as Speaker. Now, with the transition plan approved by the Assembly Democratic Caucus, the change in leadership took place following the conclusion of the state’s budget process.
Both Rivas and Rendon have emphasized their commitment to working together and ensuring a smooth transition. In separate statements they expressed their dedication to the welfare of the California Assembly and their shared vision for effectively addressing the state’s challenges.
The selection of Rivas as the new Speaker heralds a shift in the Assembly’s leadership strategy and signals potential changes in legislative priorities. As Rivas assumes his role the Assembly will undoubtedly witness fresh perspectives and approaches to address the needs of the state’s diverse population.
The transition of power within the Assembly carries immense significance, as it sets the tone for legislative agendas and policy initiatives. In the 2021-2022 legislative year he authored AB 361 which allowed local agencies to conduct remote board meetings during declared emergencies. In a display of bipartisan cooperation, he played a pivotal role as a member of a 46-strong legislative coalition that successfully secured a substantial $100 million in COVID-relief funding for independent special districts during the formulation of the 2021-2022 state budget, highlighting Rivas’ commitment to supporting special districts. Additionally, he has engaged directly with special district officials through various virtual roundtables organized by CSDA, fostering meaningful discussions and exchanging valuable insights.
