FY 2023 National Communication System (NCS) for Runaway and Homeless Youth Program WHAT DOES IT FUND? The purpose of this program is to assists young people in communicating with their families and service providers, provides crisis-interventions to youth who may be considering leaving home, youth who have left home, and youth experiencing homelessness and to provides confidential, safe, and inclusive crisis services. Local and state governments, special districts, Native American tribal governments (federally recognized), nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, public housing authorities/Indian housing authorities, private institutions of higher education, independent school districts, nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, public and state controlled institutions of higher education, Native American tribal organizations (other than federally recognized tribal governments)
