Assembly Member Blanca Rubio Honored as Legislator of the Year by
California Special Districts Association

Claremont, CA—Special districts in the San Gabriel Valley recognized Assembly Member Blanca Rubio (AD-48) as their “Legislator of the Year” at an event featuring local leaders from throughout the region. Assembly Member Rubio was honored for her support of local service specialists responsible for providing water, sanitation, healthcare, fire protection, parks, open space, resource conservation, mosquito abatement, library, and other essential services and infrastructure to communities throughout California. 

The recognition is awarded annually by the California Special Districts Association (CSDA) and was presented Friday, April 4, 2025 during the inaugural meeting of the Special Districts Association of San Gabriel Valley held at the Three Valleys Municipal Water District.

“Assembly Member Blanca Rubio has been a real champion for special districts,” stated CSDA CEO Neil McCormick. "We are so fortunate Assembly Member Blanca Rubio is dedicated to protecting and advancing special districts and the communities they serve. She understands that special districts provide crucial services for millions of Californians and can do so most efficiently and effectively when provided local flexibility.”

“Special districts are the backbone for much of the infrastructure supporting our economy. I’m honored to be the recipient of CSDA’s Legislator of the Year recognition. I’m proud especially because of what it symbolizes- a partnership between our State and the local service specialists who provide the essentials that keep us running: water, sanitation, fire protection, healthcare, and parks, to name a few. They are doing necessary things for the optimal functioning of our communities,” said Assembly Member Blanca Rubio.

"On behalf of our Board of Directors, we are happy to host this event today with CSDA as we honor Assembly Member Blanca Rubio. Her invaluable support for special districts has been truly incredible", said Jody Roberto, Director, Three Valleys Municipal Water District. "We are fortunate to have an Assembly Member that is willing to partner with special districts as we continue to provide essential life services to our communities." Director Roberto also serves as the President of the Special Districts Association of San Gabriel Valley.

CSDA and special districts across the United States invite state legislative representatives and the public to get to know the special district leaders who provide essential services to local communities. The Association launched a public outreach campaign titled “Districts Make the Difference” to connect people with the special districts that help California thrive.
