2025 Advocacy Priorities at work as Legislature Springs into Action

It’s officially spring and that means state legislative policy hearings are warming up, with over 2,000 bills to take up before committees’ May 16 deadline. As determined by CSDA’s Legislative Committee, the association’s priorities this year are:
- Protecting Local Revenue
- Supporting Infrastructure Essential to Housing
- Ensuring Equitable Access to Funding

CSDA has spent the first quarter of the year sharing our members’ priorities with new and returning legislators, as well as securing authors for our sponsored legislation, AB 259 (B. Rubio) Alternative Brown Act Procedures and SB 496 (Hurtado) Advanced Clean Fleets Reform.
In preparation for the 2025-2026 Legislative Session, CSDA’s team has already conducted approximately 41 meet-and-greets with legislative offices in Sacramento as well as organized another 38 meetings in legislators’ district offices, including roundtables with CSDA members and their legislative representatives.
The CSDA Legislative Committee met February 21 and March 21 to pour over hundreds of bills affecting special districts and adopt positions in advance of the first round of policy hearings. CSDA members can visit csda.net/bill-tracking to get a look over all of the bills and what positions CSDA has taken thus far.
Most importantly, CSDA is calling on every member to Take Action by noon tomorrow, March 26 to support our sponsored legislation. Join over 100 special districts that have already submitted an automated form letter to register their support on this critical legislation.
And, don’t forget to sign-up for Special Districts Legislative Days, May 20-21 in Sacramento. With over 30 percent of the Legislature brand new, it’s vital that we educate our state representatives on the value of special districts. Come together at the State Capitol to strengthen the voice of special districts and ensure your Legislators hear your priorities. Be sure to register before the April 23 Early Bird deadline.
