No topic has been bigger in the last year than COVID-19, which is why CSDA is proud to announce that State Epidemiologist and Deputy Director of the Center for Infectious Disease Erica Pan, MD, MPH, FAAP will serve as a keynote speaker at next week’s Virtual Special Districts Legislative Days.

What is the current state of the pandemic in California? What does it mean for local governments, both as employers and as local service providers? And, what can special districts be doing now and into the future to best partner with the state and well-serve our communities through this challenge we face together? These are just some of the questions Dr. Pan is expected to discuss.

Dr. Pan joins an action-packed two-day agenda May 18-19, including day-one presentations from Bob Fenton, Region 9 Director of the U.S. Federal Emergency Management Agency (FEMA) and Deborah Jordan, Region 9 Acting Regional Administrator of the U.S. Environmental Protection Agency (EPA). These appearances will offer special district officials the opportunity to engage directly with regional regulatory executives on the most relevant issues of the day.

Attendees with questions about FEMA and EPA programs such as how to access funding opportunities from each or those with general concerns regarding these federal agencies can submit their questions ahead of time on CSDA’s Special Districts Legislative Days online community forum or emailing Cole Karr, CSDA Federal Advocacy Coordinator at, colek@csda.net. Questions/comments posed via this forum or email are likely to be asked during the live Q&A session for each segment.

Other live presentations at the 2021 Virtual Special Districts Legislative Days include:

  • Representative John Garamendi, Author of the Special Districts Provide Essential Services Act
  • Assemblymember Cecilia Aguiar-Curry, Chair of the Assembly Local Government Committee
  • Lobbyists representing CSDA and the National Special Districts Coalition

Attendees will also have access to three hot-topic breakout sessions, available on-demand to all attendees:

  • Higher Office: Understanding the process that makes a lawmaker and the political issues underlying today’s elections at all levels
  • Changing Districts in Changing Times: How redistricting, the CVRA, and emerging demographic trends will continue to influence the governance of special districts
  • Climate Adaptation: How special districts and the State of California may partner in confronting wildfires, water sustainability, sea-level rise, and other infrastructure challenges
