Earlier today, the Senate Budget and Fiscal Review Sub-Committee 2 on Resources and Environmental Protection and Energy passed a Senate Budget Plan on Drought, Safe Drinking Water, Water Supply Reliability, and Ratepayer Assistance. This proposal totals $3.41 billion in one-time state and federal funds (Federal "American Rescue Plan" funds, one-time state General Fund, and appropriation of general obligation bonds (Propositions 1 and 68), and includes $1 billion in rate payer assistance to address non-payment of utility debt.

CSDA and a coalition of organizations heavily advocated for these funds to strengthen local economies, help those least able to handle the financial burdens caused by pandemic response, and ultimately to stabilize  operating revenues of special districts who are local utility providers and impacted by non-payment of debt.

Following the vote, Senate Pro Tempore Toni Atkins released a media statement that highlighted the support of many special districts as well as CSDA's Chief Executive Officer, Neil McCormick:

“CSDA commends Senator Atkins for her leadership and commitment to thoughtful investments that will provide immediate ratepayer relief while strengthening our water infrastructure resiliency.”

– Neil McCormick, Chief Executive Officer, California Special Districts Association
