Bio

Kyle Packham joined the California Special Districts Association in 2010.  As advocacy and public affairs director, Kyle oversees CSDA’s lobbying, grassroots, and public relations efforts on behalf of its more than 1,000 members, who provide essential local services to millions of Californians.

Before coming to CSDA, Kyle served on staff in the State Capitol, working in both the State Assembly and Senate.  Kyle also gained local government experience with Eastern Municipal Water District, where he worked in legislative affairs, among other departments.

Kyle is an alumnus of the Jesse M. Unruh Assembly Fellowship and an Eagle Scout. He also earned second place in the Crowing Contest at the 2007 California State Fair, first place in the 2011 and 2019 CSDA Golf Tournament, and third place in the 2018 CSDA Staff K1 Racing Competition.

NOTE: Kyle is a poor golfer and only won first place due to the nature of the CSDA Golf Tournament being a team scramble competition.
