Governor Arnold Schwarzenegger and the California State Legislature have approved legislation to move the Safe, Clean and Reliable Drinking Water Supply Act to the November 2012 statewide ballot. Moving forward, special districts may still pass a resolution in support of the measure as efforts to enact this bond will remain active through 2012. The needs of the California water infrastructure system have not been revisited since it was built over 30 years ago to serve just 16 million residents. Since then, 20 million new residents have come to depend on California's water network, yet the system has been neglected and burdened with cumbersome regulation. The Public Policy Institute of California has warned that catastrophic failure of our water system could cost the state economy $40 billion. CSDA believes the time is now to address California’s water needs with a carefully crafted, equitable compromise between the stakeholders.
